Mineral Springs City Council Approves Budget, Votes Down Water Bill Credit

The Mineral Springs City Council held their regular monthly meeting Monday night, addressing several items of city business, including file management policies, the upcoming fiscal budget, and a proposed water bill credit.
City Treasurer Denise Juniel opened the meeting by reading the minutes from the two previous meetings, noting that necessary corrections had been made. The council then approved a motion to accept the meeting minutes as presented by Treasurer Denise Juniel.
Among the motions approved was a resolution allowing for the destruction of all city files that are seven years old or older, without requiring annual approval from the council. Council members also voted to approve the 2026 city budget and accepted the reconciliation of the current 2025 budget.
Mayor Bobby Tullis brought up a proposal to offer a $10 credit on residents’ water bills.
After further discussion, Alderman James Jean made a motion—seconded by Charles Deloney—to oppose the $10 water bill credit proposal. The motion passed in a 4-2 vote, effectively striking down the measure.
The Mineral Springs City Council meets on the second Monday of each month, unless otherwise notified of a cancellation.
The next regular meeting is scheduled for November 10th.
