Pike County Quorum Court Approves Emergency Ordinance, Reviews Audit Report

The Pike County Quorum Court recently met, with Justices Seth Kirkham, Jerry Fendley and Richard Mohlenhoff absent.

Treasurer Loletia Rather presented the December Treasurer’s Report. County General began the month with a balance of $2,389,742.81 and ended with $1,923,207.60. County Road started with $374,072.36 and ended at $333,259.97. The Landfill fund showed a beginning balance of $487,483.10 and an ending balance of $465,785.32. Justice Paul Baker made a motion to accept the report, seconded by Justice Robbie Crocker. The motion passed 6-0.

The court then reviewed the 2024 Legislative Audit Report. Clerk Randee Edwards read from the report, stating, “During our evaluation, nothing came to our attention that would warrant disclosure in this report.” Justice Baker commended county officials for their work.

Clerk Edwards also read Emergency Ordinance 2026-4, establishing an electronic funds transfer system as an authorized method for paying county claims and declaring an emergency. A motion to adopt the ordinance was made by Justice Paul Baker and seconded by Justice Robbie Crocker. The measure passed unanimously.

Gary Graves with the Pike County Archives Center addressed the court regarding the dedication of a portion of highway between the Murfreesboro city limits and Highway 379 as a Veteran Memorial Highway. Graves presented an invoice totaling $993.60 for two signs, noting that approximately $800 has already been donated and that he is seeking the remaining funds. Judge Eddie Howard advised that the county cannot contribute financially. Justices Johnny Plyler and Baker stated the remaining funds would be covered through individual donations and expressed interest in seeing a similar designation in the Glenwood area.

In closing, Judge Howard reported that of the $735,000 borrowed from the Intermodal Fund during recent flooding, $713,859.65 has been reimbursed by FEMA. An additional $450,000 is expected once the Wolf Creek Bridge project is submitted.
