Mitchell Appointed to Fill Ward 5 City Council Vacancy

During the regular monthly meeting of the Nashville City Council Monday afternoon, Mayor Larry Dunaway read a letter submitted by Carol Mitchell requesting appointment to fill the Ward 5, Position 2 seat previously held by Herbert Turley.

Turley resigned from the council after accepting a full-time position with the city as an animal control officer. In her letter, Mitchell noted that she has filed as a candidate for the Ward 5, Position 2 seat in the November election. She also stated that she previously served on the city council in the position for 14 years and has served as interim city clerk.

The council unanimously approved Mitchell’s appointment. She was then sworn into office by Dunaway.

Finance Director Kimberly Green reported that the city made its second and final payment of $49,265 toward the city’s portion of district court salaries and expenses.

Green also reported that city sales tax collections were down 3.5%, or $5,135, compared with July 2025.

City Parks and Recreation Director Meghan Floyd asked the council for permission to take several pieces of surplus equipment to an auction scheduled for September 12. The items include a 1999 John Deere three-wheeler, a 1994 John Deere tractor, a Husqvarna mower and a 2001 Honda Rubicon.

The council approved Floyd’s request.

Nashville Fire Department Chief Justin Thornton reported that work on the city’s tornado siren project is expected to be completed by Friday.

Dunaway provided updates on several ongoing city projects. He said work on the river and booster pump station projects is continuing and that clarifier equipment is expected to be delivered within the next couple of weeks.

Dunaway also reported that the interior work on the city’s water tower has been completed, with work on the exterior scheduled to begin soon.
