Mineral Springs Council Addresses Legislative Audit Findings

The Mineral Springs City Council held their regular monthly meeting Monday with all aldermen present, where Mayor Vera Marks addressed concerns surrounding a recent Arkansas Legislative Audit.

According to a financial and compliance report issued June 25, 2026, auditors identified noncompliance with state law and accepted accounting practices involving the offices of the mayor and recorder/treasurer for the period from January 2023 through December 2025.

The audit identified $263,719 in questionable transactions related to the recorder/treasurer. Auditors reported transactions involving online gambling and personal purchases, including groceries, clothing and streaming services. Five credit card statements were also reportedly altered to reflect different transactions, amounts and statement totals.

The report further identified $55,931 in improper payments to the recorder/treasurer, along with another payment totaling $33,479.

Former Recorder/Treasurer Denise Juniel resigned November 5, 2025. According to the report, she was charged November 17 with felony theft of property and tampering with a public record.

Marks told the council and those attending the meeting that, because the case remains ongoing, city officials will not comment further and will allow the public defender to address the matter.

The audit was issued by the Arkansas Legislative Audit, with the report signed by Legislative Auditor Kevin William White, CPA, JD.

Marks also announced that a public meeting concerning the city park will be held Monday at 5:30 p.m.
