Howard County Quorum Court voted not to appoint Rosenbaum to Mineral Springs School Board

The Howard County Quorum Court voted 5-3 against appointing Britany Rosenbaum to fill a vacancy on the Mineral Springs School Board, ultimately upholding the school board’s recommendation despite concerns among some justices of the peace about the length of time the position had remained vacant.

Mineral Springs Superintendent JonDavid Amerson told the justices of the peace (JPs) that the position had been vacant since July 2025. In a letter presented to the court, Amerson stated that the current school board represented 97.1% of the district. He also explained that most school-age children living in the zone with the vacancy were either homeschooled or attended schools in other districts through the school-choice program.

Amerson further noted that the district plans to restructure its school board representation in 2028, dividing the existing zone into two zones as part of a broader realignment that would establish five school zones and two at-large positions.

Amerson also asked the Quorum Court not to appoint Rosenbaum, citing the nonrenewal of her contract as a resource school officer (RSO) in the spring of 2026.

JP Kelly Oge noted that, according to Amerson’s figures, the vacancy left 2.9% of the district’s patrons without representation on the school board.

Rosenbaum addressed the court and presented a petition signed by voters in the affected zone who supported her appointment. She told the justices that she holds a degree in criminal justice and is a certified law enforcement officer through the Arkansas Police Academy. Rosenbaum also noted that her children attend Mineral Springs schools.

Although some justices expressed concern that the school board had not done enough to fill the vacancy, the Quorum Court ultimately voted against Rosenbaum’s appointment, leaving the school board’s recommendation in place.
