Glenwood’s mayor arrested for Theft of Property and Abuse of Public Office

The Mayor of Glenwood, 72 year old Billy Smith, is free on a $2,500 dollar bond related to a pair of pending felony charges. Pike County Sheriff Travis Hill said Smith turned himself in to the sheriff’s department Thursday and was served felony warrants for Theft of Property and Abuse of Public Office. An investigation by special agents through Attorney General Leslie Rutledge’s office showed Smith abused state and city resources in August 2021 when he hired a private company to transport almost $4,000 worth of asphalt millings leftover from the Arkansas Highway 70 resurfacing project to his home and that of his son-in-law for purposes of resurfacing their private driveways. Sheriff Hill said Mayor Smith is expected to make his first court appearance later this month.
Smith was sworn in as Glenwood’s Mayor in January 2019.
