Murfreesboro man arrested for failure to comply with reporting requirements
On April 12th, Investigator Jason McDonald received a call from Christy Davis in reference to her dad 69-year-old Billy Glen Kuykendall of Murfreesboro. As reported, Davis stated that Kuykendall is a level 3 sex offender and has been bragging about meeting girls on the internet.
McDonald reported that Davis didn’t know if Kuykendall was referring to minor girls or not, but Kuykendall often brags about meeting up with them. It was reported that Davis knows Kuykendall uses Facebook along with Facebook Messenger. Davis reportedly stated that Kuykendall went as far as making a sexual comment about a girl that was only 15 years of age. Davis stated she was afraid that her dad was about to reoffend. Davis even mentioned to officers that Kuykendall had multiple cell phones and three that she knew of.
Investigator McDonald reported that he checked Kuykendall’s Facebook and confirmed that all that was told to him was indeed true. McDonald then reportedly made contact with Officer James Ross with Probation and Parole concerning Kuykendall and Ross stated that Kuykendall was not supposed to have any type of internet due to him still being in the sex offender aftercare program.
According to the affidavit, on April 21st Investigator McDonald assisted Parole Officer Ross with a home visit at Kuykendall’s residence where they located 3 cell phones along with a Wi-Fi router. As reported, Kuykendall allegedly confessed to having Wi-Fi and a Facebook account. After Officers searched through Kuykendall’s phone to confirm that the Facebook app was installed on one of his cellular devices, Kuykendall was taken into custody by Parole for having Wi-Fi and it being a parole violation. Kuykendall was charged with failure to comply with registration and reporting requirements.
