City of Mineral Springs approves bids for sewer projects

Tuesday, the Mineral Springs City Council held a special called meeting in regard to the sewer project bids.

President and CEO Anthony Franks of A.L. Franks Engineering started by presenting the first bid that was from KAMPCO Inc, a company based out of Texarkana. Franks stated that they bid the project four different ways in an effort to get a project they can actually reward that’s in the budget. Franks said the base bid was over 1.1 million dollars, after one deductive alternate the bid was dropped to a little over 1 million dollars, after the second deductive alternate dropped the bid to $756,000 dollars, and with all three deductive alternates included it dropped the bid down to $482,439.15.  He informed the council that their construction budget for the project is $429,000 dollars which makes it almost $53,000 dollars over budget. After explaining those bids, Franks made his first recommendation.

Mayor Bobby Tullis explained to the council what will be replaced on this project.

After further discussion, there was a motion made by Charles Deloney and seconded by Frankie Harris to accept the bid from KAMPCO contingent upon a change order at the signing of documents. All were in favor of the motion. 

Next, Franks presented another two bids from KAMPCO Inc and one from Belk Construction for the bigger sewer project. KAMPO’s base bid was 5.7 million dollars and after the one deductive alternate it dropped down to 5.6 million dollars. Belk Construction base bid was 8.8 million dollars and after the first deductive alternate it dropped to 8.7 million dollars. Frank said the challenge with this project is they would have to get permission to make a change because this would be paid out of ARPA funds and the city’s budget is 4.6 million for construction. 

In conclusion, aldermen of the Mineral Springs City Council approved a motion to accept the lower bid from KAMPCO Inc for $5,525,671.54 dollars contingent upon relief from Little Rock in the form of a modification of the plans for their grant or forgivable loans to finish the project.
