State Trooper Involved Shooting

The Department of Public Safety issued a release yesterday stating an officer involved shooting took place in Hot Springs. State Trooper Ryan Wingo attempted to stop a motorcycle driver, later identified as Timothy Andrew Kemp, but was unsuccessful. Kemp led the pursuit on U.S. Highway 70 toward Lake Hamilton Schools where, after exiting the highway, he wound up on a dead end street. From there Kemp abandoned his bike and continued to flee on foot with Trooper Wingo following. Wingo attempted to use his TASER during the pursuit but was unsuccessful. Upon closing the distance to Kemp, Trooper Wingo attempted to subdue him. During the tussle Kemp took a hold of the State Troopers gun which resulted in the two struggling for control of the firearm. This struggle resulted in Trooper Wingo shooting Kemp who later died. An investigation of the incident is currently taking place with 6-year veteran Trooper Wingo being placed on paid administrative leave pending results.
